The guy nearest the, 'camera', needs a light that's high, above and behind, (1 light source), the camera so his back, helmet and shoulders are illuminated,.. also,. perhaps another aircrafty thing in the distance with a light-beam shining down on one of the buildings perhaps. That's what I'd do if it was my piece. I hope you don't mind the ideas.
